Develop and implement Safety Management Regulation and Emergency Response Plan
- To enhance their own safety management, railway operator and facility manager must develop safety management regulations for the government's approval, governing safety management arrangement (organization, responsibilities, etc.), development and enforcement of railway safety implementation plan, railway facility and rolling stock management system, etc.
- In addition, they must develop emergency response plan that sets forth development and management of emergency scenario manual, maintenance of emergency contact list containing contact details of crews and relevant organizations, individual responsibilities for engine driver, controller and train crews, emergency drill scenario and emergency response procedure for ensuring emergency response, evacuating passengers and addressing accident damages for the government's approval.
