- Licensing system is introduced to standardize credentials of R/S driving crews who are critical to railway safety and train them in a systematic manner to ensure reliable manpower supply, as the high speed railway opens and more cities build subway lines.
- As railway traffic controller has critical safety management responsibilities to control railway traffic effectively and command initial emergency response at the time of accident, credential criteria including career requirements are defined to ensure that they are skilled and experienced as required.
