Develop/implement Comprehensive Railway Safety Plan and Annual Implementation Plan
To alleviate railway safety concerns following the separation of national railway facility management and operation responsibilities as a part of the railway in3dustry restructuring drive in Korea (2005) and address changes in railway safety climate proactively, the government overhauled relevant legal framework by enforcing the Railway Safety Act (Oct. 2004) and implemented a safety management system in line with the new railway operation paradigm.
- To ensure continuity in railway safety policy implementation, the government will establish Comprehensive Railway Safety Plan every 5 years and railway operators and facility managers will develop and implement annual implementation plan to enforce such comprehensive plan by phase.
- As the government develops and implements both short and long-term plans, the government as well as railway operators takes note of railway safety assigns needed budget and addresses safety management issues in a timely manner.
